The phrase first came to use amongst students in Kharkiv at the end of the 19th century and wider use during the War of Independence from 1917-1921. All before the Nazi party in Germany was created and before the OUN was created. The phrase was subsequently forbidden for a time by the Soviet regime which also attempted to discredit it for the same reasons they did any idea that opposed them.
